GB2GB examines a possibility rarely explored in headlines: could improving the justice system actually expose a much greater shortage of custodial places? 14 YEARS OF CONSERVATIVE CHAOS, GROSS MISMANAGEMENT AND 5 PRIME MINISTERS:
With custodial capacity increasing by just 482 net places between Conservatives' chaotic 14 years of neglect between 2010 and 2024 - while police-recorded crime had increased from 4.2 million in 2015 to 6.6 million in 2025 — an increase of 2.4 million offences not prosecuted, how could the custodial system have accommodated a substantial additional volume of custodial sentences applied to the additional 2.4 million police-recorded offences,
Ministry of Justice figures show:
Total prosecutions: 9,120,506
Total convictions: 7,924,876
Combined prosecution-to conviction ratio of 86.9%
GB2GB — THE 2.4 MILLION CRIME CALCULATION:
Police-recorded offences increased from approximately 4.2 million in 2015 to 6.6 million in 2025 — a difference of 2.4 million offences annually.
GB2GB examined what this difference might potentially represent in terms of convictions and custodial sentences based on ratios experienced over the previous 13 years.
THE CALCULATION:
Additional recorded offences: 2,400,000
Using the previously historical ratio over a 13 year period up to 2025 using statistical prosecutions against convictions: approximately 2,086,000
Subsequent statistical custodial sentences, applying the 2025 sentencing pattern (see results below), could create approximately another 153,000 imprisonments?
The 2025 sentencing figures show that most convictions did not result in imprisonment.
Of approximately 1.2 million convictions:
1/. 928,713 resulted in fines.
2/. 88,091 resulted in immediate imprisonment.
3/. 52,928 resulted in suspended custodial sentences.
4/. 77,574 resulted in community sentences.
5/. Approximately 53,000 resulted in other outcomes.
GB2GB CONCLUSION:
The wider question remains: could Britain's custodial system accommodate substantially more successful prosecutions if more reported crimes were brought before the courts?
14 years of the turmoil that caused the Conservative government to receive the worst removal of its MP's in its history was based on freezes on incomes, low growth, reductions in staffing and maintenance of prisons, schools and hospitals coupled with 5 Prime Ministers - it comes with a price - and its citizens are still paying that price 2 years later.
*If it took 14 years to get there - it will probably require at least another 5 years (7 in total) to resolve it*
For the year ending March 2025, Home Office figures show that approximately 4.47 million victim-based offences were recorded. Of these:
- 283,836 were assigned a charge or summons outcome.
- 1,883,738 were closed without a suspect being identified.
- 1,693,109 were assigned an evidential-difficulties outcome.
- 351,215 had not yet received a final outcome.
