For more than two decades, Pastor Harrell—himself a former inmate and addict—has led C.O.O.L. (Christ Over Our Life) Ministries with a singular mission: to break the chains of addiction, reduce crime, and restore families. Through his signature Breaking the Chains (addiction recovery) and vision for The Answer (a vision for a 12-building campus to rehabilitate families affected by incarceration), the ministry offers incarcerated men and women a lifeline, focusing on faith-based rehabilitation, personal responsibility, and reintegration into society as productive, purpose-driven individuals.

The Answer Incarceration Recovery Campus is the next bold step in C.O.O.L. Ministries’ mission to break the cycle of addiction and incarceration. This proposed dedicated facility will provide transitional housing, spiritual discipleship, job training, and life skills development in a Christ-centered environment—offering former inmates a real pathway to redemption, responsibility, and reintegration.
