The original complaint focused on a year-long pattern in BBC News output: a sustained, repetitive political framing portraying the Government as being in constant crisis, combined with disproportionate use of public resources to reinforce that narrative across TV, radio, online, and regional platforms.However, the ECU responded as if the complaint concerned only one article, and dismissed it on the basis of “editorial freedom”. GB2GB argues that this is a misrepresentation of the complaint and a misapplication of the BBC’s Editorial Guidelines.
Founder Terence George said:
“Our complaint was about a systemic pattern — not a single article. The ECU responded to a complaint we did not make. This is not how accountability works. When a publicly funded broadcaster deploys significant resources to push a single political narrative for over a year, the public deserves a proper explanation.”
GB2GB’s escalation to Ofcom highlights three key failures in the ECU decision:
1. The ECU did not address the actual complaint
The complaint concerned 12 months of output, not one article.
The ECU reframed it and dismissed it on irrelevant grounds.
2. The ECU incorrectly claimed the BBC does not need to justify editorial decisions
Under the Charter, the BBC must justify editorial decisions when challenged under due impartiality or value-for-money rules.
3. The ECU ignored the systemic pattern of political framing
The BBC’s repeated crisis-based narrative, delivered using public funds, was not examined.
GB2GB has now asked Ofcom to review whether the BBC has met its obligations on due impartiality, editorial balance, and public-funded accountability.
