Certification Staff Competence Management Procedures

How does Third Country Approved EASA Part 145 Organisations release components released to service following component maintenance activities?

All components are released by an authorized person who signs an EASA Form 1 to release the component as a serviceable component, following the accomplishment of servicing, rectification, modification, etc. In accordance with applicable approved data.

A Component CRS is certified by a person who has the knowledge background, experience, and competence to validate that all work has been performed to prepare the component for service.

The Component Certifying Staff (CC/S) shall be able to demonstrate he/she received appropriate theoretical and practical component training and:

Initial Human Factor training According to 145.A.30(e) and GM 1 145.A.30 (e) syllabus 3 MOE and internal procedures applicable to CC/S (including the issuance of EASA form 1).

Note - In addition, where needed, the CC/S shall demonstrate he/she received appropriate training on:

Fuel Tank Safety items & CDCCL as applicable (refer to Appendix IV to AMC to 145.A.30(e) and 145.B.10(3) for further details).

Language knowledge - The CC/S shall be able to demonstrate a working knowledge of the language in which the maintenance data is published AND English.

Human Factor and Aviation Legislation Training - The CC/S shall be able to demonstrate he/she received a training on:

Human factors referred to in module 9 of Appendix I to Annex III (EASA Part-66) & training on aviation legislation referred to in module 10 of Appendix I to Annex III (EASA Part- 66):

The maintenance organisation shall ensure and be in a position to demonstrate that the human factors and aviation legislation training syllabus and the training level are compliant to the syllabus and the level (B1/B2) of training of Appendix I to Annex III (EASA Part-66).

NOTE - The demonstration process is left to the discretion of the maintenance organisation.
