Deadly Journeys on the Upswing for Haitian Refugees and Migrants-Several Fatalities Reported by USCG
After a slowdown of Haitian Refugees heading North after the Haiti Quake,opting for Brazil, now heading North again via the Straits of Florida where 4 fatalities were registered by the U.S Coast Guard last week in the waters of Biscayne Bay.

BriefingWire.com, 10/21/2013 - Earlier this week the United States Coast Guard (USCG) received a 911 call asking for the rescue of people in the water because their boat capsizes. The result 11 Haitian refugees/migrants were rescued and four lifeless bodies were captured. Until this weekend no name was released pending the notification of the next of kin.

The USCG Admiral based in South Florida, this past April, sounded the alarm about a new path that smugglers are now taking, opting for a short court via the Mona and Monita Islands off Puerto Rico, approximately 75 miles off the Dominican Republic Coast. Mona and Monita those are abandoned and desolated Islands used by the smugglers in human cargo. According to USCG statement, there have been one fatality some time this past February.

Last week, a refugee boat that capsized in the waters of Miami Beach resulted in fatalities. As the drama was unfolded on the Beach, another embarkation made a safe landing a few miles North in West Palm Beach with no fatality registered this time.

On the aftermath of the Haiti Quake in January 2010, the worst fear of the Obama Administration was the probability or possibility to see an exodus of Haitian Refugees braving the ocean to make it to Florida. Haitian Leaders warn that the Administration's assessment was wrong since based on historic data Haitians do not take to the sea because of immigration benefits being provided by the United States. The main trigger of Refugee exodus is the political instability that fuels Haiti's incapacity to lead itself and chronic violations of the rule of law. Politically motivated violence against individuals sends a bad signal to the general population that has become more and more hopeless and helpless. Hopelessness and helplessness pushed the more audacious youths to the brink and force them to make a run for Florida. With smugglers marketing their trade in offering a quick run for Florida, many victims see this attempt as their best option to escape from the Haiti Inferno. Haiti's authorities to curb this trade is virtually non-existent and is not even part of the Lamothe/Martelly top priorities to advance the country. This past June 2013, during a visit at the State Department to speak with Ambassador Tom Adams in charge of the Haiti Reconstruction program, the Ambassador told the group that Haiti was doing well. We replied not at all. The Haitian Elite may be doing well since they had the political and economic muscle to land most of the government contracts but as for the general population, it is not doing well at all. There is a simple way to know whether or not if the country was doing well. You can count the number of incidents on repatriation of Haitian Refugees caught by the USCG. Reports from the USCG for this year indicates that the repatriation program is now on the upswing for 2013. If nothing is done, by the end of this year, over 3,000 Haitian Refugees will be repatriated to their homeland in direct violations of the United Nations Protocol of 1967 prohibiting the principle of refoulement meaning refugees who are seeking safe haven should not be forced back to the country they came from. Although Haitian Refugee advocates have addressed this issue on different occasions with Administration Officials, on every occasion the response from State has been a big no. A couple of years ago, when this issue was raised with Cheryl Mills, the Chief of Staff for Secretary Hillary Clinton, her response was NO.
